I can see where it could become difficult in some circumstances when people are awkward, irrational and reactionary about some things. But there’s at least room for improvement.

The point is that ERA proposals involve giving a very limited right of appeal to communities. Certainly a long way from a naysayers Charter. But they would be made equal by curbing the applicant’s appeal rights too.
