If Mr Lineker was airing his personal views while presenting MOTD (or during any show the taxpayer was paying him for) I’d agree. But, believe it or not, he has a private life (away from work) and it’s called Free Speech.
Twitter is not private life and those who engage cannot demand that their tweets shall not be mocked, critiqued and laughed at.
His tweets are not work related, so you aren't paying for them, any more than your employer pays for your tweets. I know my employer doesn't pay for mine...
