I have no idea the connection here. If the argument is that the Senate has a hard time on ratification...that was first rejected treaty in 14 years.

You have to include treaties that were not submitted because they couldn't be ratified. We have not tested a nuclear weapon since the George H.W. Bush administration but cannot ratify the Comprehensive Test Ban Treaty even tough we have abided by it for 26 years.
