A "family-based migration system" means that recent immigrants determine the majority of the people we welcome into the country. Does such a policy best serve our nation's interests, or would we benefit more from accepting arrivals based on skills or education, for example?

This is marketing jargon. Does the "family based" migration cost the same as the "chain" migration? Think how much these whole families can do for MEXICO!
