Trump budget would break the defense spending cap by about $54 b, but he would cut $54 b from domestic pgms to stay at overall BCA cap.
But remember, that defense cap is set in statute. He can't do that without Congress changing the law. And Democrats will never agree.

No. reconciliation used only to change tax and entitlement policies, not discretionary spending. Budget Control Act is statute
