Apparently latest WH budget can issue shutdown guidance is 11:30. Congress has an hr and a half to get something done. But who's counting?

@joshHuder@jonathanweisman Not entirely. WH has authority to delay shutdown order if resolution is at hand, like in 2011. -
@A_H_Goldstein@jonathanweisman Though if conference committee is coming, then resolution will not be in hand until tomorrow- possibly late. -
