There are roughly three different ways to interpret this response, and every single one of them is terrible.

Can you explain what they are? I genuinely could not read this any other way than “your picture shown prior clearly indicates you are “not black””, and I’m stunned

The options are a) based on the photo he assumed she wasn't black, b) she isn't actually black enough in his opinion, or c) he knew she was black, but chose to frame his tweet in such a way as to disingenuously imply her campaign is racist. Not great options.

And the ambiguity of his response makes it worse than admitting any of these.
