This misses the point. By declaring an emergency Pelosi gets to force the GOP to go on record to support a 25 percent tax on American consumers.
Senate Republicans who have come out in support of President Trump's Mexico tariffs: David Perdue, Marco Rubio, Kevin Cramer, Thom Tillis. (Pat Roberts also suggested Trump had the authority to implement them.) I'm not so sure that veto-proof margin is in the bag.

I think Rubio waived all remaining rights to his personal autonomy in exchange for Trump’s support on the Venezuela issue. Not that he had much of that to begin with.
