Voters punish the party that is seen not to be doing its job. Democrats won't be rewarded just for passing good legislation that is DOA in the Senate -- but avoids reining in Trump in a meaningful way. The bar they'll be judged by is how well they did both on both accounts.

I'd argue it was critical because it made that Supreme Court seat a focal point of the election. It may not have been an issue heavily reported on at the time due to so much going on, but it drew in conservative voters who feared a "liberal court."

It was a major argument for many conservatives and republicans who distanced themselves from trump but still said they would vote for him. "trump may be bad, but it's worth it for a Supreme Court seat (or multiple." At least that's my opinion on the matter.

I know there is a logic of not refighting the last war, but healthcare coverage was the issue that won 2018 Midterms by large margins when Trump was the only R voice pretending protect pre-existing conditions.

So the question is a Bizarro Lock Her UP! on Trump acts up with avoiding Impeachment itself but lots of hearings on other scandals, will lead a lot of the public tired to Trump's tantrums. Ds won with high Independents that lean R.

And finally with analysis of Watergate needs to remember the Oil Embargo Recession was big and unemployment was falling .2% - .3% every month. (1974 was the biggest recession since 1937 at the time.) House Rs were fighting for their political lives that Midterm.
