If we believe Trump is responsible for anything, that’s a reasonable assessment. Or, he was handed a speech promising good things that Trump could later take credit for, while handed a budget by another set of a-holes who actually run this shitshow of a govt behind the scenes.
Also, there’s absolute meaning in what he & this WH does, & absolutely nothing in what they say (except to deceive).
