At his State of the Union, Trump promised to eliminate the scourge of HIV. His budget then slashed international AIDS programs.
Which tells you one thing — not that he didn’t mean these things but that not even the White House believes this budget.
Trump always lies. Always.

He opens his mouth and says anything, it means nothing and still he has support.
You still don't get how to read him: he was obviously talking about the cost impact international AIDS programs have on the US budget and he eliminated that o.O it's all about money to him.

I think the word "international" is the key one here.
He wants to eliminate HIV among white people. Just like he supposedly cares about the opioid problem that affect more white people or he wants to prevent illegal immigrants from coming here unless they’re white.
