It's a bad piece Mr. Chait, designed as click-bait. You make zero effort to look at anything else. JFK was probably more inspirational than just about any other President, and that charisma and inspiration was real Leadership that led to Civ. Rights, Moon, Peace Corps etc.
Your article is guilty of what you accuse Kennedy of: it has flair while tapping into a popular revisionist take, but it has little substance to back it up.

Mr. Chait omitted JFK’s strong skills as an orator. It is no accident that three of the 20th century presidents on this list (not to mention Lincoln from the 19th) were gifted orators. The ability to inspire is a key component of leadership.
