no...absolutely not, so far we have yet to see ransomware made by anybody with skills even close to the best people that dont have to work in the dark.

talking in absolutes in this space is I suspect unwise. We have seen then able to discover and exploit at scale zero-days, bypass endpoint protection and operate in a resilient manner. Being the best isn't essential to be effective.
