If Microsoft staff are unhappy about having Defender VPN on their personal devices, wait until they find out about the telemetry in Defender for Endpoint on enrolled personal devices (and unrolled as MsSense keeps running). 
Nobody self identify as an offender- everybody is a righteous defender protecting those in need. How can you know if you are the offender in another storyline? Well, those you defend- do they have a choice to not be defended by you? If not- you are likely an offender.....
