above 2 path look like unreasonable for me hahahah, I don't get it. ::1 should be localhost (v6) \device\csc → \Device\Mup\;Csc → UNC but why didn't it works?

because we access the PE file from samba. that makes the file mounted as a UNC path \dev\mup I guess so
