the sad truth is that this won't happen, at best itll get thrown onto some pile in some issue tracker and never looked at again because theres thousands of more important issues and features, nobody has time to look at the whole, we only iterate, iterate, until nobody knows
i cannot see what measurement you use where this is not top priority. Nothing else matters when the core functionality is unuseable.
the problem is that fixing this requires overhauls, and those don't really happen very much because of the iterative nature of common modern devops, everyone at the company is striving to have the most issues closed regardless of size, so doing overhauls is seen as "unproductive"
That is why I suggest some alternatives- I understand its too big a project to refactor into performing code.
