Nvm, this is basically creating your own driver and you'll need an EV certificate to sign it. How about setting "Deny" permissions on SYSTEM\CurrentControlSet\Services\Intc* keys, this should definitely prevent those drivers from starting...

Have you tried disabling it via Device Manager (devmgmt.msc) ? You might need to click "View" menu then "show hidden devices"... then you search for the specific hardware and right click it, then select "Disable device". I cant remember the Registry exact location but...

...but it should create a REG_DWORD value "CSConfigFlags" ...then it should be set to "0" or "1" (as in enable / disable). I remember doing this some time ago and being able to prevent drivers from loading on system boot. Just be careful not to disable any important driver!

...as it could render Windows unbootable. As for setting file/Registry ACLs it only affects the user land...Kernel land is another history so drivers are not affected by this. autostart programs including services can be prevented from running using ACLs, but not drivers.
