I'm on your side. I should have made that clear. I'm not an MS fan at all, for several reasons, including the privacy shit you mention. Some telemetry is ok, to keep things safe and secure though ..
Privately I don't use it, business wise I don't have a choice. 
I just dont think we do not have any saying in this matter- but before anything can happen, someone got to speak up. Not everybody can do stacktraces and stuff - but I can, and in my previous job I worked with GDPR. I like some things about ms, but lately their spying is run amok

Such things happen because the masses (people) is just UNaware of a alot of things...most people simply dont understand / know 1% about computing and other stuff I wont even comment because it´s quite polemic! the system trained us to say "Amen" to everything and smile!
There's hardly a way out. One of the pilars under GDPR is user consent. By installing windows you already agreed to their TOS, including the telemetry they use > user consent. On my priv net most of that stuff is blocked, but then again, as you mention, is not for all of us.
No- user consent can never change whats allowed and whats not. Their TOS have 0 juridical value in Europa
