There is two paths for deciding to load a driver- with .inf and without. Without allows drivers signed with revoked cert and expired. It do block if in the blacklist mentioned though. Try and downgrade it- and see what you can get loaded.
Is it because the ocsp doesn't function? Also we can bypass it on next reboot..so we can club bcdedit and unsigned install in one go provided reboot follows..anyway this may be common knowledge
