Dtrace requirements Dtrace enables powerfull syscall hooking - not normally sanctioned. That exception do make sence when considering its only possible with Insider edition. Documentation says many things are required for it to work- but actual tests show total different reqs

also- testsigning is required, but there is no components involved that are testsigned.....
