On Windows 10 v1909, both INSTALLER_LPE.exe and msiexec.exe get DELETE_PENDING on c:\config.msi, and then the former seems to gets stuck in this DELETE_PENDING loop. Test machine is fairly clean with default config so wondering why this might be.
