there could be hiding a serious security vulnerability here- why do the RECOVERY option have any effect without having the privelegie at all?

If you as unpriv open an UNC pathed file with the FILE_OPEN_FOR_RECOVERY option enabled the resulting handle is from another device then what you get without the flag. At least according to what happens when you try to make a hard link.pic.twitter.com/iigCYM93Fj
