Okay, new case. This time no BitLocker. Latest 2004/20h2, default account, default UAC level, but the device namespace requires elevation still. Any ideas?

Tested further on a from-scratch new machine. No issues there. So the issue is with an older OEM Lenovo laptop that went through upgrades to get to W10 2004. That makes it a lot harder to figure out when the bad permissions were set up.
