It gets written by local system with full rights to everyone. Unfortunately with inherited rights. If you can do something with it except DoS, let me know ;)
that do not make sence its either: It creates file with acl granting everyone full access or it creates file that only inherit. the location is also importnant

So, when inputpersonalization is started, indexer service (Wsearch) creates a textharvester folder with full rights/inherited and then writes the textharvester file in it. Problem is you need admin rights to restart the service.
