The 90% is an estimate, I dont have the resources to actually decide it.
I know @galdeleon could replicate it with far less instructions then given to MS

I am considering making an exe that on execution launches system shell on 90% of all fully patched Windows 10 and release it. MS couldnt replicate it, so maybe they only tested it on the 10% it dosnt work on. Maybe it also works on those with tweaking- I dont have access to one

I reported a bug that can freeze title bars from whatever open window with a single line of code, so that it renders it impossible to resize/close the window. Took them ages to fix in the current Win10 release and now they even refuse to backport it to earlier Windows versions
