What version of patch level of Windows 10 did you use to demonstrate this? With any combination I've tried I either hear but do not see the Sticky Keys dialog, or I see it but it has no "Disable this keyboard shortcut in Ease of Access keyboard settings" when it's on lock screenpic.twitter.com/BdRAjBpdDm

This screenshot is from a Windows 10 "Creators Update" VM that is over 3 years old. So I'm not really convinced that it's something that was fixed recently. Unless I'm missing something here...pic.twitter.com/RdI0Xsk8zo

Yeah, that seems to be it! I only use local accounts. After switching to a Microsoft Account from a June snapshot, I can confirm that the link is indeed there. Presumably because to show that "Microsoft account" screen, *something* is logged in. After the patch, there is no link.pic.twitter.com/VS4wAYzcap

yarh- ill probaly do one for local accounts later, currently my pc is a bit broken and I dont wanna reinstall.
