I think Windows allows file paths that aren't valid UTF-8, right? I remember Windows being named a reason why you can't "simply" use a file path as a string in Rust, without doing a lossy conversion.

Windows uses UCS2 and not UTF-8. And yes, it allows invalid UCS2.

Once could argue that when running with filename case sensitivity there is no encooding for filenames.
