Nothing work as it should be but may be there'are some holes in HKLM I didn't do a test there. But in the user hive everything seem working perfectly nothing can be abused there
It was just an example of something that is mitigated so not relevant any more. There are small openings- like 3 places in local_machine where you can make a symbolic link and still be a valid subkey.
