I can't control file because of service process is create a file in folder but I can control only file name as well. I can't modify content of it. But when I Delete folder and then symlink folder can be accessed Everyone:(F)pic.twitter.com/KuEliFq61C

you still have some options :) wermgr.exe.local gets used when submitting an out of proc error report, triggerable by com. narrator.exe.local triggers by winkey+l , ctrl + alt +enter :)
