11% of Florida residents are non-citizens. That’s a huge number compared to other states. Florida might have fewer House members and less power under Rubio plan. That’s just math. what part of the 3/5 compromise is a joke? And where did WH endorse not counting non-citizens?

I’m saying it’s surprising that a senator would argue in favor of not counting non-citizen residents in the census. It is Rubio’s position - not the White House’s so far - that some people shouldn’t be counted as people. That’s a radical departure from existing census standards.

My surprise about Rubio’s Tweet isn’t about what he said on the citizenship question being part of the census, it’s about the back-end observation on dilution.
