I think you are confusing your perception of what's fair with the law. There is a legitimate question of which law (DF or the one that governs fed vacancies) takes precedent, but it has zero to do with spin.

Don't come for me with stupidity. Not a dictatorship. Learn the law. President is in charge of the executive branch. Administrative agencies have only the power granted to them by the law creating them (the Legislature).
