I agree that's how it should work. But after Libya, hard to make case that Obama felt bound to that.

I can see that. But the trouble and Libya and lack of a UN resolution made impeachment a real concern, if I remember correctly.

wouldn't impeachment be the worst (i.e. cravenly political) concern to stop prevention of mass killing? Also, the Senate.

It was about the chemical weapons, his line. The point was -- and should be -- presidents should have Congress backing to make such threats.
