I can see that. But the trouble and Libya and lack of a UN resolution made impeachment a real concern, if I remember correctly.

wouldn't impeachment be the worst (i.e. cravenly political) concern to stop prevention of mass killing? Also, the Senate.

I think they should have to declare war to go to war (with limited exception for short duration, reactive action).
