Thus, Trump's promises to prioritize US citizens clarifies his intent to fulfill his oath to US Constitution, doesn't conflict.

The point is that the oath is to the Constitution. But if you need an example. 14th amendment refers to person, not citizen

Section 1 details which persons are US Citizens and thus who enjoy protections of US Constitution. So you undermined your point.
