it depends on what you mean by replace. Also, no reason but rhetorical to "repeal" if you're going to "replace."

I believe they expected a different outcome. I think they should have said up front they were taxing. That was a lie.

all the money they spent passing the ACA could have been used to create a Gov sponsored insurer who followed the regs of the ACA
