"We" could certainly have done so. The Trump administration, and the Rosselló administration, refused to do even the most basic necessary work to account for lives lost due to the hurricane, and the near-failure of a response effort.

Because you know the studies were commissioned by the Island government, because of its lack of resources to do an accurate count. So, what are you saying?

Many died in the remote areas of the Island. With no possible communications for months, the Government or anyone were not able to be notified. Only ones making an effort to get to those places were volunteers & some journalists
