You can't control COVID in a country of 330 million people, when rapid movement from one end of the country to the other is completely unimpeded. It's like trying to control it globally without any limits on international travel to/from hot zones.

The EU used movement/border controls to break into 27 smaller parts.

Yes, you can. EU showed a reasonable way forward.

And by that you mean shutting the borders, having most of the majors make it illegal to go outside except once daily to buy food and having a (peak) death rate 3x ours? Yeah.... /Sustained is about ours because we didn't knock it down, but getting there... oof.

Right, so that's why the limits on such travel were brought in, presumably? It's a difficult and unpleasant solution with a lot of costs, but it isn't actually impossible.

it's like trying to maintain "peeing vs no peeing" ends of the pool. It's tricky and difficult, to vastly understate the situation.

You can mitigate spread without shutting down travel. You’ll need to get the anti-maskateers on board, but it can be done. See Tokyo for evidence.

In a city or smaller county, that works. It doesn't work in a country the size of the US or a zone as large as the EU.
