I... Don't see the problem? Maybe I'm too young, but that doesn't seem like a "decline" if it's still in use and growing.

I don't see a problem either! rather, the use cases for C have shrunk from "use it for everything, with absolutely disastrous consequences for security" to "use it where is actually works decently well"
