Not noticed when it became law in 2019: #AB306 which removes the requirement that this section be filled out by someone delivering an absentee ballot. Ballot counts as long as other rules are met.

I don't see how AB 306 eliminated the requirement. "(9) The name of the person authorized by the voter to return the vote by mail ballot pursuant to Section 3017."

Leg Counsel digest: "The bill would also prohibit disqualifying a ballot solely because the person returning it did not provide on the identification envelope his or her name, relationship to the voter, or signature."
