Not sure I understand why these are "bad optics?" Bad for whom?
The optics of this EO while radicals still have control of a portion of Seattle and are still rioting are horrible. Should have been done after order was restored.

The use of chokeholds was already forbidden unless life or death. (Courts have agreed on their use in life or death circumstances). Would Rayshard Brooks be alive today if the officers would have been allowed to choke Brooks into submission and cuffed?
