I lived in a country that tried this: it works quite well for work where output is not a direct function of time spent, which typically means "creative" + medium- to high- pay jobs. It effectively happens via rights to extra vacation, making it a "gradual choice"

So yes it works, but no it is not an effective solution to automation, at least not the one that automates repetitive tasks handled by humans.
