The guy he "harassed" ad you call it, is a reporter for Vox Vox has horrific reporting. Punching Down is the left's phrasing for "you can't make fun of anyone on the left".

Making fun of disabled people is punching down (assuming you're able-bodied). Someone with political clout calling out/insulting someone random private citizen is punching down. I find it a little unbelievable that someone doesn't know what power dynamics are.
