    Which makes this even stranger. Either this was an accidental exfiltration of data by criminals who don't know what they've got or part of a more deliberate attack to get specific information.

    ICRC are being extremely transparent about the attack. They tell me the personal details stolen include names, locations, and contact information of these vulnerable people but the data was stored with some form of encryption. They've not had any coms with the hackers at all.

    ICRC confirmed to me that this is not ransomware. But not yet clear if the hackers are extorting for money. The data is extremely sensitive but not 'valuable' in the usual cyber crime sense so surely hackers need Red Cross to pay to make it worthwhile. An odd target to attack.

    Strange messaging here. Cyber is fine because it's only 1s and 0s. 'Biden said a “minor incursion” by Russia would elicit a lesser response. He later clarified that he was referring to a non-military action, such as a cyberattack, that would be met with a similar response.'
