I said OK because I ask for bullet points of the things they’ve done that make them great for that particular post/studentship/fellowship. They know better than me and often it’s not on their CV. But I’d write the final letter.

That's fine. You're still writing the letter, you're just using information they provide.

Not okay, but commonplace in some parts of the world. Back in Brazil i wrote both of mine for my PhD application.

I don't think that is specific to Brazil... I didn't write any of my rec letters.

I think the key phrasing in your poll ? is "Making" (forcing). I don't force, but I advise students who were (e.g.) in one lecture class I taught 3 yrs ago that I won't be able to write a good letter for them bc I don't remember our interactions. I offer…

…that if I really must be the "3rd letter," they should draft a letter I can revise, but I strongly caution them about using me as a referee in such situations. Now, when letter-writers don't give such advice & just tell a student to write their own, I'd agree that's not good
