Concept is correct. But please don’t use the word “pack.” Too freighted with opprobrium resulting from FDR’s efforts of 1937. The word is “expand.”

I disagree. Repurpose the word. That way Republicans can't bludgeon you with it. They are violating the rules and norms we all agree to but not violating the law. They are *inviting* us to do the same.
