The Jews used to have to make fake passports to escape Nazi persecution, too.

It's the same in principle. The state dictates authoritarian laws against a certain segment of the population. That segment becomes persecuted & must resort to fake passports, etc.
The Jews under the Nazis at first had no idea how bad it was going to get & many were unprepared
