Morality has nothing to do with it. If someone is prone to murder or rape and so on, they need to be segregated from society in order to preserve some order.

"Blame" is merely recognizing the malfunction. The brake pedal goes soft in your car. Take it to mechanic. He "blames" the faulty brake line. The same goes for malfunctioning people. My neighbor mass murdered people. He is now in a correctional facility.

No, it's a statistical fact. Just go look at population growth statistics. It's more than doubled even in my lifetime. The consequent loss of wildlife and destruction of natural resources is staggering. All of this can be measured.
