Well, it's like my next door neighbor. He went out and killed four people in a brutal fit of rage. Even though he may not have been in control of himself, he is the one who did the crime (found the gun, DNA evidence, witnesses, etc.)

The guy killed four people. There is a preponderance of evidence. Even if he was not in control of himself, if he is just a puppet, he is still the one who did the deed. Four families now suffer a great loss. He is the culprit.

Morality has nothing to do with it. If someone is prone to murder or rape and so on, they need to be segregated from society in order to preserve some order.

"Blame" is merely recognizing the malfunction. The brake pedal goes soft in your car. Take it to mechanic. He "blames" the faulty brake line. The same goes for malfunctioning people. My neighbor mass murdered people. He is now in a correctional facility.
