Even though humans have no free will, they can still be blamed. Just like a criminal who is without free will may rob and stab you, the criminal is still to blame for the action.

I never said "angry". If the volcano erupts and kills a bunch of people, the volcano is to blame.

Well, it's like my next door neighbor. He went out and killed four people in a brutal fit of rage. Even though he may not have been in control of himself, he is the one who did the crime (found the gun, DNA evidence, witnesses, etc.)

The guy killed four people. There is a preponderance of evidence. Even if he was not in control of himself, if he is just a puppet, he is still the one who did the deed. Four families now suffer a great loss. He is the culprit.
