The quote is different with different translations but even so Nietzsche is very fault finding, scathing & unfair in his attacks on others. He admits he contradicts himself but it is difficult to reconcile his determinism with his conviction he has anything useful to say.

We never chose anything. We didn't choose to be born, what kind of body we'd have, level of intelligence, family unit, location, language, diseases, abuse, emotional capacity, schooling, etc., etc., etc. If you look at it closely, we've never chosen anything.
